1. Small Piped Water Supply Schemes will be implemented by the selection of DBO (Design-Build-Operate) Firm/Contractor.

2. Eligibility criteria for the selection of DBO contractors:

a) Construction Company/NGO/Social Enterprise/Joint Venture of Construction Company with Social Enterprise/NGOs.

b) Must have specific experience in the construction of Tube well/Production well/Overhaead Water Tank (OHT)/Water Treatment Plant/Piped Water Supply Scheme.

c) Must have experience in community mobilization and operation & maintenance of water infrastructures/piped water supply schemeds.

d) Financial solvency to invest in capital expenditure or operational expenditure.

3. The contract awarded DBO Firm/Contractor will be fully responsible for ensuring sustainable Operation & Maintenance (O&M) for initial 05 (five) years after successful completion of the scheme. For this purpose, a tripartite contract agreement has to be furnished along with submission of a security bond amounting to 05% of the contract value of the scheme in the form of a Pay Order/Bank Guarantee in favor of the relevant Exrcutive Engineer before submission of the final bill which will be relased after successful Operation & Maintenance (O&M) of the initial 05 (five) years.

4. It is mandatory for all interested bidders/Representatives along with JV partners/Representatives to participate in the Pre-tender meeting through the e-GP system to have a better understanding of the implementation modality of the scheme.

The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be 05 years. years counting backward from the date of publication of IFT.

The minimum specific experience as a Prime Contractor in construction works of at least 01 (one) contract of similar nature, complexity and methods/construction technology (Must have specific experience in construction of Tube well/ Production well  Overhead Water Tank Water Treatment Plant/ Piped Water Supply Scheme with community mobilization and operation & maintenance) successfully completed within the last 05 (five) years, with a value of at least Tk. 140000.00 Thousand. years counting backward from the date of publication of IFT

-The certificates submitted by the Tenderer in proof of Specific Experience / AACT must be as per the standard (STD) format. A Tenderer failing to submit that will be considered as “Non-responsive” during evaluation.
-Authenticated by Completion Certificate issued by relevant Procuring Entity (PE)
-Experience as a Subcontractor will not be taken into account.
-Performing the work by appointing Sub-Contractor will not be considered.

The required average annual construction turnover shall be greater than Tk 1900.00 Lac over the last 05 years. years counting backward from the date of publication of IFT.

The minimum amount of liquid assets or credit facilities of the Tenderer shall be Tk 75000.00 Thousand 

- Contractor should submit only Bank’s credit facilities certificates “Letter of Commitment for Bank’s Undertaking for Line of Credit (Form PW3-7)” or Bank Statement (upto day before Tender submission date). Other option will not be accepted.
- If the Tenderers want to qualify more than one package, each package shall be qualified separately.
