The primary goal of this consultancy is to assess livelihoods to be connected to embankment management and design training modules for Community Embankment Management Groups (CEMG). The Consultant will also conduct day-long training based on this module for 6 batches of CEMG and will prepare one training report.

The maintenance of embankments will be improved by increasing local communities' involvement. This will be achieved by creating incentives for community involvement, such as fish farms or social forestry next to embankments. Community embankment management groups (also known as Water Management Organisations [WMOs]) will be mobilised for participation in the repair of embankments and the operation and maintenance of embankments. This will include extensive consultation and participatory planning of repair works in consultation with BWDB. These community groups will be trained to operate embankment infrastructure and conduct small, ongoing maintenance activities in liaison with BWDB. The Bangladesh Water Development Board (BWDB) will collaborate with the community groups for this purpose. Local NGOs may be engaged by the BWDB to facilitate this community engagement process. The community groups will also be responsible for the equitable sharing of benefits from aquaculture and forestry activities on or next to embankments. Overall, this community-based embankment management approach will serve as a model that can potentially be scaled up by the national government. In this context, the Consultant will assess livelihoods to be connected to embankment management, develop a training module, and train six Community Embankment Management Groups.

         The incumbent should hold a master’s degree in Development Studies or relevant fields from any reputed university.

• At least 5 (Five) years of relevant technical work experience in climate change management and climate action.
• Sound knowledge and experience in climate change adaptation in agriculture and livelihood sectors, building climate resilience, and community-based climate change adaptation.
• Previous experience in developing training modules on climate change issues, adaptation measures, and strategies to improve resilience.
• Ability to produce concise, readable, and analytical reports.
