CPTU transformed into Bangladesh Public Procurement Authority (BPPA) on 18 September 2023
This is for information of all concerned that the Central Procurement Technical Unit (CPTU) has been transformed into Bangladesh Public Procurement Authority (BPPA) under the Act No. 32 of 2023, the Bangladesh Public Procurement Authority Act 2023. With an aim of better service delivery and further improvement in public procurement environment in the country, the government has transformed CPTU into BPPA. On July 5, 2023, the Honorable Minister of Planning placed the Bangladesh Public Procurement Authority (BPPA Bill 2023 in Jatiya Sangsad (national Parliament). After the Bill was passed on September 10, 2023, it received the assent of the Honorable President on September 18 and the Bangladesh Public Procurement Authority Act 2023, was published for public information. Bangladesh Public Procurement Authority (BPPA) has been established with the enactment of the Act. All documents and communications of CPTU are now construed as that of Bangladesh Public Procurement Authority (BPPA).
About e-Government Procurement (e-GP) System
Bangladesh e-Government Procurement (e-GP) portal (i.e. https://www.eprocure.gov.bd) of the Government of the People’s Republic of Bangladesh is developed, owned, being operated and maintained by Bangladesh Public Procurement Authority (BPPA), IME Division under the Ministry of Planning. The e-GP system provides an on-line platform to carry out public procurement activities by government Procuring Agencies (PAs) and Procuring Entities (PEs).
The e-GP system is a centralized and single web portal from where and through which PAs and PEs are be able to perform their procurement related activities using a dedicated secured web- based dashboard. The e-GP system is hosted on e-GP Data Center at BPPA, and the e-GP web portal is accessible by the PAs and PEs through internet for their use.
This complete e-GP solution introduced under the Public Procurement Reform Project (PPRP-II) is supported by the World Bank and gradually used by all government organizations. The online platform helps them ensure equal access to Tenderers, and also ensure efficiency, transparency and accountability in the public procurement process in Bangladesh.
The e-GP guidelines were approved by the Government of the People's Republic of Bangladesh in pursuant to Section 65 of the Public Procurement Act, 2006. As per the approved guidelines, e-GP system has been introduced and implemented. The e-GP system has been developed and introduced in two phases.
In the first phase, e-Tendering has been developed and rolled out across all PEs of the government up to District and sub-District level. e-Tendering is an electronic procurement process which provides an online platform for centralized user registration, preparation of Annual Procurement Plan (APP), preparation of Tender/Proposal document, invitation of Tender, sale of Tender Documents (e-TD), conducting online pre-tender meeting, preparation of Tender/Proposal, collection of Tender/Proposal security, on-line Tender/Proposal submission, Tender opening & evaluation, negotiation (where applicable) and contract award.
In the second phase, e-Contract Management System (e-CMS) has been developed, introduced and implemented. e-CMS is a complete electronic contract management system which provides a pure platform for preparation of work plan and its submission; defining milestones, tracking and monitoring progress, variation orders, generating reports, ensure quality, generation of running bills, supplier/contractor rating and generating completion certificate.
Some new modules of public procurement have been developed and added to e-GP System. These are Tenderer Database, International Competitive Tendering (ICT), Direct Procurement, e-Audit, Framework Agreement, Red Flag Monitoring and Service Procurement.
To improve the e-GP System towards Sustainable Public Procurement, the integration with some other government services such as National Identification System, iBAS++ system, A-Challan and e-PMIS has been completed.
